IamdelightedtobehereandI'mparticularlydelightedtobehereonthisoccasion.
Wemeetatacollegenotedforknowledge,inacitynotedforprogress,inastatenotedforstrength,andwestandinneedofallthree,forwemeetinanhourofchangeandchallenge,inadecadeofhopeandfear,reaterourknowledgeincreases,thegreaterourignoranceunfolds.
Despitethestrikingfactthatmostofthescientiststhattheworldhaseverknownarealiveandworkingtoday,despitethefactthatthisNation'sownscientificmanpowerisdoublingevery12yearsinarateofgrowthmorethanthreetimesthatofourpopulationasawhole,despitethat,thevaststretchesoftheunknownandtheunansweredandtheunfinishedstillfaroutstripourcollectivecomprehension.
Nomancanfullygrasphowfarandhowfastwehavecome,butcondense,ifyouwill,the50,000yearsofman'edintheseterms,weknowverylittleaboutthefirst40years,about10yearsago,underthisstandard,rintingpresscamethisyear,andthenlessthantwomonthsago,duringthiswhole50-yearspanofhumanhistory,lastweekdidwedeveloppenicillinandtelevisionandnuclearpower,andnowifAmerica'snewspacecraftsucceedsinreachingVenus,wewillhaveliterallyreachedthestarsbeforemidnighttonight.
Thisisabreathtakingpace,andsuchapacecannothelpbutcreatenewillsasitdispelsold,newignorance,newproblems,lytheopeningvistasofspacepromisehighcostsandhardships,aswellashighreward.
Soitisnotsurprisingthatsomewouldhaveusstaywherewearealittlelongertorest,hiscityofHouston,thisstateofTexas,countrywasconqueredbythosewhomovedforward--andsowillspace.
WilliamBradford,speakingin1630ofthefoundingofthePlymouthBayColony,saidthatallgreatandhonorableactionsareaccompaniedwithgreatdifficulties,andbothmustbeenterprisedandovercomewithanswerablecourage.
Ifthiscapsulehistoryofourprogressteachesusanything,itisthatman,inhisquestforknowledgeandprogress,xplorationofspacewillgoahead,whetherwejoininitornot,anditisoneofthegreatadventuresofalltime,andnonationwhichexpectstobetheleaderofothernationscanexpecttostaybehindinthisraceforspace.
Thosewhocamebeforeusmadecertainthatthiscountryrodethefirstwavesoftheindustrialrevolution,thefirstwavesofmoderninvention,andthefirstwaveofnuclearpower,heeyesoftheworldnowlookintospace,tothemoonandtotheplanetsbeyond,andwehavevowedthatweshallnotseeitgovernedbyahostileflagofconquest,vevowedthatweshallnotseespacefilledwithweaponsofmassdestruction,butwithinstrumentsofknowledgeandunderstanding.
YetthevowsofthisNationcanonlybefulfilledifweinthisNationarefirst,and,therefore,ort,ourleadershipinscienceandindustry,ourhopesforpeaceandsecurity,ourobligationstoourselvesaswellasothers,allrequireustomakethiseffort,tosolvethesemysteries,tosolvethemforthegoodofallmen,andtobecometheworld'sleadingspace-faringnation.
Wesetsailonthisnewseabecausethereisnewknowledgetobegained,andnewrightstobewon,pacescience,likenuclearscienceandalltechnology,heritwillbecomeaforceforgoodorilldependsonman,otsaythatweshouldorwillgounprotectedagainstthehostilemisuseofspaceanymorethanwegounprotectedagainstthehostileuseoflandorsea,butIdosaythatspacecanbeexploredandmasteredwithoutfeedingthefiresofwar,withoutrepeatingthemistakesthatmanhasmadeinextendinghiswritaroundthisglobeofours.
Thereisnostrife,noprejudice,onquestdeservesthebestofallmankind,hy,somesay,themoon?Whychoosethisasourgoal?Andtheymaywellaskwhyclimbthehighestmountain?Why,35yearsago,flytheAtlantic?WhydoesRiceplayTexas?
oosetogotothemooninthisdecadeanddotheotherthings,notbecausetheyareeasy,butbecausetheyarehard,becausethatgoalwillservetoorganizeandmeasurethebestofourenergiesandskills,becausethatchallengeisonethatwearewillingtoaccept,oneweareunwillingtopostpone,andonewhichweintendtowin,andtheothers,too.
ItisforthesereasonsthatIregardthedecisionlastyeartoshiftoureffortsinspacefromlowtohighgearasamongthemostimportantdecisionsthatwillbemadeduringmyincumbencyintheofficeofthePresidency.
Inthelast24hourswehaveseenfacilitiesnowbeingcreatedforthegreatestandmostcomplexexplorationinman'vefeltthegroundshakeandtheairshatteredbythetestingofaSaturnC-1boosterrocket,manytimesaspowerfulastheAtlaswhichlaunchedJohnGlenn,generatingpowerequivalentto10,veseenthesitewherefiveF-1rocketengines,eachoneaspowerfulasalleightenginesoftheSaturncombined,willbeclusteredtogethertomaketheadvancedSaturnmissile,assembledinanewbuildingtobebuiltatCapeCanaveralastallasa48storystructure,aswideasacityblock,andaslongastwolengthsofthisfield.
40ofthemweremadeintheUnitedStatesofAmericaandtheywerefarmoresophisticatedandsuppliedfarmoreknowledgetothepeopleoftheworldthanthoseoftheSovietUnion.

Thegrowthofourscienceandeducationwillbeenrichedbynewknowledgeofouruniverseandenvironment,bynewtechniquesoflearningandmappingandobservation,bynewtoolsandcomputersforindustry,medicine,nicalinstitutions,suchasRice,willreaptheharvestofthesegains.
Andfinally,thespaceeffortitself,whilestillinitsinfancy,hasalreadycreatedagreatnumberofnewcompanies,eandrelatedindustriesaregeneratingnewdemandsininvestmentandskilledpersonnel,andthiscityandthisstate,andthisregion,ton,yourcityofHouston,withitsMannedSpacecraftCenter,ngthenext5yearstheNationalAeronauticsandSpaceAdministrationexpectstodoublethenumberofscientistsandengineersinthisarea,toincreaseitsoutlaysforsalariesandexpensesto$60millionayear;toinvestsome$200millioninplantandlaboratoryfacilities;andtodirectorcontractfornewspaceeffortsover$1billionfromthiscenterinthiscity.
